Legal issue: whеther increased fines for violations of traffic rules in Moscow and S.-Petersburg are constitutional.
Ratio decidendi: Moscow and S.-Petersburg are the largest (both in terms of territory and population) national centres of social activities and, at the same time, the largest traffic centres. Therefore, the introduction by the federal legislator of fines which are higher than those for the same violations in other subjects of the Federation is justified by the peculiarities of traffic situation in the territory of both cities, pursues a constitutionally significant goal (that is, the safety of the road traffic) and may not be regarded as incompatible with the requirements of the Constitution.
