Russian Prime Minister Vladimir Putin, in his capacity of a Candidate for the Presidency, published an article Демократия и качество государства [Democracy and the Quality of the State] in Russian daily "Коммерсантъ" [Kommersant], in which he makes, in particular, the following statement:
“It is necessary to think about the possibility of Internet translation of judicial sessions and publications of stenographic reports about them. It will be immediately visible who works and how. Which decisions are taken in analogous cases, but with different compositions of parties. Where the motivation of a judge is dictated by a logic which is not quite understandable and transparent. Besides, a certain element of “the law of precedent” will serve as a factor of incessant improvement of court”. (Text of the article)
