“Our courts fear the superior court more than the English ones do. We have a super-precedential system from this point of view, because even when there is a new law, the court is still guided by the judgment of the Presidium instead of the new will of the legislator. Therefore, is it worth saying that we do not have the law of precedent? Let us say that we have a super-precedential law.
